William Moffat Wycliffe Livingston (10 December 1907-89) was a Conservative Party politician.

Born in St Albans, Hertfordshire, he was the son of two Salvation Army officers, Thomas Frederick and Jane Livingston.

Educated at Birkbeck, University of London, he graduated in 1937. During the Second World War he served in the Royal Air Force.

He was a member of the London County Council. He represented Lambeth Norwood from 1961-1965 when the council was abolished. He was subsequently a member of the successor Greater London Council representing Lambeth 1967–73. He was chosen as deputy chairman of the Inner London Education Authority in 1967.
