William Frederick Morgan was a businessman and educationist.

Morgan was a partner in a firm of hop merchants, Bakers, White and Morgan of Hibernia Chambers, London Bridge.

In 1873 he was elected to the London School Board as one of the representatives of the "Voluntary Schools" or "Church" Party which sough to promote denominational education. He lost his seat at the next triennial election in 1876.
