Nee Dr (Eileen) Pearl Hulbert (née Gretton-Watson) (16 October 1911 - 12 January 1981) was a Conservative Party politician.

The daughter of Dr E Bernard Gretton-Watson and Florence Lillian née Knight, she was born in King's Norton in the suburbs of Birmingham. By 1935 she was living in Chelsea. She qualified as a medical doctor, and in 1938 she became the second wife (of four) of Norman John Hulbert, Conservative member of parliament Stockport North, and former member of the London County Council.

She was a member of Westminster City Council from 1944-1962 representing Knightsbridge St George's Ward until 1959 and Eaton Ward until 1962 following boundary changes.

She was also a member of the London County Council representing Lewisham North from 1949-52.

When her husband was knighted in 1955 she became Lady Hulbert. The couple divorced in 1960.
