Francis Napier, 10th Lord Napier and 1st Baron Ettrick (15 September 1819 – 19 December 1898) was a Scottish diplomat and colonial administrator. He held posts as ambassador to the United States, the Netherlands, Russia and Prussia and Governor of Madras and Viceroy of India.

He returned to the United Kingdom from India in 1872, and in the following year was elected to the London School Board, as one of the representatives for Westminster. He served a single three-year term, choosing not to stand for re-election in 1876.

He subsequently chaired the Napier Commission (the Royal Commission of Inquiry into the Condition of Crofters and Cottars in the Highlands and Islands) of 1883-1884.

He died in Italy in 1898.
