John "Jack" Cooper 1908-1988, was a Labour Party member of the London County Council.

Originally made a member of the council when he filled an aldermanic vacancy on 22 February 1949, he was subsequently elected as a councillor for Kensington North at a by-election 3 November 1949. In 1952 he lost his council seat but was returned as an alderman, serving until 1953.
