James Beal (1829 - June 1891) was a law agent and local politician.

Active in radical municipal politics from the 1850s, he was honorary secretary of the Metropolitan Municipal Association.

He was elected a vestryman of Westminster St James was a Progressive Party member of the London County Council representing Fulham from 1889 until his death.
