Dr Ian Norman Samuel (12 April 1907-87) was a general practitioner, surgeon and local politician.

He qualified as a member of the Royal College of Surgeons of England and as a Licentiate of the Royal College of Physicians in 1931. He was a consultant surgeon to a number of London hospitals. During the Second World War he was a temporary major in the Royal Army Medical Corps, and was evacuated from Dunkirk.

In the 1956 New Years Honours he was awarded the OBE for "political and public services in Battersea".

From 1961-65 he sat as a Conservative Party member of the London County Council representing Battersea South. He had previously attempted to be elected in 1952 and 1958 but had been defeated by Labour Party opponents. He was a Conservative candidate at the first elections to the Greater London Council in 1964 where he contested Lambeth, but failed to be elected.
