Hilary Alicia Halpin née Keighley-Bell (17 November 1916 – 7 May 2000).
The daughter of Lieutenant-Colonel Gilbert Henry Keighley-Bell of Putney. On 25 November 1939 she married William Richard Crozier Halpin.
She sat as a Labour Party member of the London County Council representing Hackney South 1952-55 and Hackney Central 1955-58.
Chairman of the LCC Children's Committee.
She was awarded the OBE in the 1982 New Year's Honours for her work as vice-chairman of the Women's Forum.
