Henry Thomas Banning (1844-21 January 1899) was a barrister and local politician.

The oldest son of Benjamin Banning, vicar of Wellington, Shropshire. He was educated at Cambridge and was called to the bar at the Inner Temple in 1871.

He lived in Blackheath.

Moderate Party member of the London County Council elected 1895 for Greenwich.

Wrote several legal books.
