Rev. Henry Herman Carlisle (27 August 1863 - 14 June 1945) was a Congregational minister and local politician.

Born in Southampton, Carlisle was educated at the University of Cambridge, graduating BA 1885 and MA in 1889. He attended Cheshunt College for training as a minister.

He was minister of maldon, Essex from 1889–99 and of Newland, Lincoln from 1899-1908.

In 1908 he moved to London to become minister of Balham Congregational Church, holding the post until 1919.

In that year he entered local politics when he was elected as a Progressive Party member of the London County Council, representing Wandsworth, Balham and Tooting. He served a single three-year term before retiring at the 1922 elections.

He was subsequently Moderator General of the Congregational Union of England and Wales. He died at his home near Wandsworth Common, aged 81, and was buried at Wandsworth Cemetery.[1] His grave can be seen here.
