The youngest son of William Gover of Lee Park, Blackheath, and brother of William Sutton Gover. He became a solicitor and in 1871 he was elected to Common Council of the City of London to represent Bridge Within Ward.
A prominent member of the Methodist Church, he was elected to the London School Board at a by-election to fill a casual vacancy in the representation of Greenwich.
