Frederick Bertie Swinbourn (12 February 1901-1983) was a chartered accountant and local politician.

Born in Battersea, he was the son of Arthur Swinbourn junior, a stock-jobbers's clerk and his wife Cecilia Elizabeth.

A member of Wandsworth Borough Council, he also sat as a Conservative Party member of the London County Council representing Wandsworth, Putney from 1952-55. He later moved from Putney to Kingston upon Thames, but continued to be a member of Wandsworth Council.
