1906-10 Liberal MP for St Pancras and 1917-18 Derby. Member of the Royal Commission on Vaccination (1889–96), being an opponent of vaccination, and various other medical related parliamentary etc activities. British government plenipotentiary at international opium conferences at The Hague 1911-12, 1913 and 1914. Also involved in charitable and medical-political organizations. Various government committees. Involved in securing LCC approval of Kingsway and Aldwych.

Knighted 1902.
