Arthur Barnett Russell (c.1864 - 14 February 1937) was a chartered accountant and local politician.

A resident of Hampstead, he was briefly a member of the London School Board when he was nominated to fill a casual vacancy in the representation of the Marylebone Division in January 1902.

The school board was abolished in 1904, with the London County Council acquiring it powers. Russell was elected to the council in that year as a Progressive Party councillor for Finsbury (Central). He remained a member until 1913, and served as Deputy Chairman of the council in 1911 – 1912.
